Introduction
Like my little Otter, this sharpshooter was originally intended to be a supporting character. The main damage dealer will still be my crusader, while my other chars will take care of buffing my crusader or sealing off my opponents.
The main reasoning behind this build is that I want to be able to take a lot of damage, while I can slowly wear them down and eventually defeat them. While DPS has always been important to Sharpshooters, I always felt that survival is equally important, and in party situations - being able to provide enfeeble/cripple support for most of the battle (if not the entire time). So essentially, this build is meant to be a support sealer, then later on at higher levels - alternate damage dealer as well.
Build
Earlier on, I wanted to be a tank sealer like my otter was. Sharpshooters do not fail enfeeble like sealmasters often do on bosses, and I really like that perk. As my SS advanced his con and after I recorded the hp progression (which btw is the worst of all classes, the def progression is decent though - starts slow, but it starts picking up faster than crus/voy/herb classes at high con), I decided I'd invest into movement speed as well. I figured I could avoid some encounters completely instead of taking hits the entire time. That's where cripple and windwalk really comes in handy.
This is how I built my currently lv76 SS (note, I plvld it using my crusader the entire time, so I had the luxury of not following any specific order for the skills)

Stats
I focused on maxing my CON first, and you get to max it at lv64. After that I started pumping my ACC for the damage. Pretty much straightforward. If you intend to branch out a bit into AGI for the attack speed though, be sure to pump it to any multiples of 10 (like, 10/20/30/40/50/60/70/80/90/100, you get the pictue) because you get 1 extra attack speed for every 10 AGI. Remember that this is a support build, so it mainly depends on your liking how much firepower you'd want to give your own version of this build.
Equipment
I had 2 primary requirements in mind - 1) Be able to tank at least 1 crusader slash, 2) Be able to run like hell. To satisfy both goals I picked a mix of survival equipment and speed equipment. Having recently won a unique rings and necklace set, I decided to let both my Otter and SS share it. I picked dual Daniel's Regret rings to go with the Soul Generator. Additionally, I went on to grab myself a chaos pawstone, because I doubt I can afford a black dragon wing anytime soon (lol).
To meet my survival requirement was the tricky part, I already had the CON rings and the CON pet ready, but my main problem is the inherently low PR on sharpshooter armors. Given that predicament, my choices got narrowed into two - Chaos Framestone or Apollo Framestone. Chaos Framestone was easier for me to obtain though, as I had enough emblems to exchange for one, so I went ahead with that (the movement speed bonus on the apollo framestone and the decent pr of 20 would've been good though, but c'est la vie).
I obtained a 12 ACC lv70 gloves of gallant, so I went with that as well. It gives me a nice boost to my already low ACC, as well as a huge dose of hitrate, which I also really needed.
If given a choice of any pet, I'd pick a pure CON Fairy of Accuracy. That way I can still tank, then if I need the damage, I'll just activate possession to get the much needed ACC.
Forging
Having low accuracy, ergo lower damage and hitrate, I chose to forge as much Gem of Striking, Lustrious gems and Explosive gems as I can afford to make up for the deficit. The other armor pieces are pretty much the standard fare of UGs. That is, Gem of Colossus on the armor, and Gem of Wind on the boots.

I am a control freak, and I like having as much control as I can over every situation. This pattern of my behavior reflects on my PvP playing style. I tend to play as an aggressor and that demands a great deal of concentration, and in most times, patience.
Seizing Control
You can't control your opponents directly, but you can indirectly control them by limiting their options. I see PvP as a turn-based strategy game, like chess, or game of the generals (damn, I love that one). You can't tell them what move to make, but you can influence their future moves by preventing them from doing certain moves. Most of us know which class and build is well suited to defeating which other class and build. Like they always say, it's like a game of rock, paper and scissors - one can defeat the other and in turn be defeated by another.
If you take the initiative and act as the dominator, this will instantly place your opponent in a reactionary stance - that is, his/her moves will be based on your next action. Sharpshooters do not have the luxury of stealth and surprise that a crusader enjoys. It also typically doesn't have the survival power of all the other classes. What this class can best the others at though is with its inherently faster movement speed and dueling abilities (note, duel means a 1 on 1 match, although you can have duels in a pt pk - by focusing on one foe at a time, or juggling multiple foes). So with that said, how exactly do we seize control?
Skirmishing
Sharpshooters are the best skirmishers, hands down. Crusaders, even with their ability to do stealthy slashes have nothing against the continuous harrassment ability of a sharpshooter. Once you get caught in a chain of the SS's attacks, it will be hard to recover (unless you can recover enough hp to offset the damage taken). So, what exactly is skirmishing? Historically, skirmishers, according to Wikipedia, is defined as:

They are usually placed in a skirmish line to either harass enemy troops or to protect their own troops from similar attacks by the enemy. Skirmishers are generally lightly armoured for increased battlefield mobility and are usually armed with missile weapons to harass the enemy from a distance.
The important key phrases here are increased battlefield mobility and armed with missile weapons to harass the enemy from a distance. This is pretty much what every sharpshooter guide teaches you when it comes to self plvling, particularly at high level mobs - cripple, then keep shooting or spamming your other skills while keepng your distance, and repeat as needed.

Just tested in PVP vs several crus this afternoon. Kinda fun seeing the look on the crus's faces as they stun/slash/whack and I still get to walk away with the win.
So far she's got a better win/loss ratio vs stealthed crus than my Jadreen.
I'll be testing her survivability in Chaos Argent this evening.

Ecatombe's Guide to Building your CON Sharpshooter
(Note: full credit for the following goes to Ecatombe, he actually sent me this series of PMs with interesting suggestions and ideas. My comments will be in red.)
Let's start off with a lv40 char (newly promoted to SS), making sure you've gone with the usual hunter skill prerequisites for your SS.

You will have a total of 31 skillpoints at lv40. That's 10 skillpts used, leaving you 21 more skillpts to play with. With the mentor/disciple system about, getting to 40 would not be that much of a problem. From this point on, he suggested 2 initial approaches, namely, the Support way and the PvP way. DS CON SS Accessories
rings/necklace: unfortunately, we stop at 55, so we cannot wear unique accessories, like Soul Generator and a pair of Daniel's regrets. (lol, I regret that you can't wear regrets too yeah I know, lame pun)
so, supposing we got a full chaos equip with a bellow of eva gun (the better set for me at 55), we got a good defense, a very good amount of hp, good aspd movement, "decent" dmg, bad hr and dodge, with a basic aspd.
now, if we wear a pr necklace (cos 16 is still low), we can reach 20, that is quite good fo ds (unseal 55 crus gives 24 pr alone.. -.-), but for the rings, we can discuss.
def rings: useful. you have to stay alive for help your party or soloing, so +11 def for each ring is an interesting help.
attk rings: another good choice can be this. maybe if you are rich anough, you can buy a pair of each type, and switch them when situation request it (chesting, bossing, pvpping..).
other rings are useless for me. i think chests don't have dodge, and with a good lvl of cripple you can seriously take down other people dodge. you don't need to have dodge, coz you got already a good defense and a good movement speed.
my opinion about set:
chaos set (huge amount of hp and def + stats bonus + mov speed) + bellow of eva gun (best dmg at this lvl),
dual defense ring (and 2x attk rings),
pr necklace
full con pet (medit + recover).
strategies and more:
question: a CON SS can solo DS?
my anwer: sure, he can.
but, there's a "but", is expensive. a con voy and a bc can solo ds quite easily, without need to be in chaos set and without an unseal weapon.
a con SS, with that equip (choas+bellow etc..) can solo DS in a breath I think. the only threats for him are: reaching dock (lol), having a good dmg (else, you could be sorrounded by parties lol in a moment when you're trying to take down the second boss).
if you reach the dock (maybe using a rocket), you could run to the second boss, before voy and clerics can reach the first. you can cripple them at the dock or maybe near a group of mobs. you can easily take down voy, bc, sm, and crus (at that lvl they cannot 1-slashing you, even if they got a dual DoE with +3 rage, am I wrong?). champs aren't a problem cos they can't kill you (they got bb maxed for tanking and no offensive skills. at least pr but not maxed and without a decent sword..).
so, what skills we should to add for soloing DS?
we got 13 skill points unused when we reach 40, thus, a total of 28 when 55.
so, what we need for DS? cripple, enfeeble, firegun mastery and maybe windwalk and headshot?
I think that with a good movement speed (unseal, chaos..), we don't need ww, so here you are what I mean:
solo DS CON SS
10 range mastery
2 dual shot
5 frozen arrow

now 28 skill points

-1 headshot (help in most of the situations cos low dmg)

this is good I think.
10 enfeeble and 10 cripple help you with pvp and mobs, firegun raise your dmg from: 304/412 to 340/482, not bad =)
and maybe with a +5 explosive forged into your gun! 390/532!!
for supporting a party in DS, is better to raise windwalk instead of firegun mastery, I think, you have to survive first.
