Pirate Guilds Empty Pirate Guilds

Hi, i wanted to create a new pirate guild with my friends but there's no place.. which is the limit number? which are the pirate guilds? How many are active? I also see two Jackass Guild (Jackass and JackassII, maybe i bad see), so is it possibile with the limited places?
